The problem
Inspection quality degrades when a positive answer is accepted without sufficient evidence, correlated sources are treated as independent confirmation or a previous finding is closed because the symptom disappeared. The difficult question is not only whether an answer looks compliant, but what evidence supports it and what would falsify it.

How ICI approaches it
Inspector maps each claim to supporting and conflicting evidence, distinguishes observed facts from interpretation, identifies unsupported YES claims and proposes the strongest next inspector question or objective verification step. Correlated answers are analysed together instead of being counted as separate proof.

Operational example
A certificate, a database entry and a crew statement all confirm the same maintenance action, but each derives from the same source record. Inspector can flag that dependency, ask for independent physical evidence and retain the mechanism if the discrepancy is confirmed.

Evidence discipline
Outputs are structured as evidence gaps, contradictions, causal hypotheses, next questions and changed-condition counter-tests. Final inspection authority remains with the responsible professional using the applicable procedure and evidence.
